Mrs. INGABIRE Assumpta
Director General
Mrs. INGABIRE Assumpta is currently the Director General of the National Child Development Agency (NCD) since August 2023, following her appointment by the President of the Republic of Rwanda.
Prior to that, she served as the Minister of State in charge of social affairs in the Ministry of Local Government, the Permanent Secretary at the Ministry of Gender and Family Promotion (two years) and the Ministry of Local Government (two years). She also served as the Director General in charge of Local Government Inspection at the Ministry of Local Government for a year and a half.
Ms. Ingabire has a strong background in project management; she coordinated various projects with Imbuto Foundation for over 7 years.

Mr. MUNYEMANA Gilbert
The Deputy Director General
Mr. MUNYEMANA Gilbert is the Deputy Director General of the National Child Development Agency since November 2020. He worked previously at Plan international Rwanda as the Education and ECCD program Manager and as Project Manager of the Teacher Self Learning Academy at Plan International Rwanda.
Before joining Plan International Rwanda, he worked in public and non-governmental organizations respectively as the Founder and Managing Director of an Educational Technology company called IDEMBE Ltd based in Rwanda and the Deputy Director of the Centre for Instructional Technology at the National University of Rwanda
Mr. Gilbert is involved in different national and regional initiatives that aim at improving Early childhood and protection in Rwanda and in other initiatives that aims at bridging the knowledge gaps and building knowledge-based society through innovative methods and efficient use of ICT.
Gilbert holds a Masters of education (with specialization in educational technology) obtained from University of Witwatersrand/South Africa. He also holds a bachelor’s degree in IT applications in Management from the National University of Rwanda.

Mrs. Diane Iradukunda
Ag. HoD Child Development, Protection and Promotion
Mrs. Diane Iradukunda is currently Acting Head of Child Development, Protection, and Promotion Department since October 2023. She has more than 10 years of technical, managerial, and strategic experience. She has expertise in the field of Early Childhood Development (ECD), Child rights & protection, and Gender-based Violence Prevention & response in both humanitarian and development settings.
Mrs. Diane holds a master’s Degree in Public Health obtained from Mount Kenya University and a Bachelor’s degree in Clinical Psychology from the University of Rwanda.
Prior to joining the National Child Development Agency (NCDA), she was Early child protection Specialist at the National Early Child Development Program (NECDP).
She previously served as in charge of Child Protection in the refugee camps for 5 years working for Plan International Rwanda. She has also served as in charge of Gender Violence Prevention for 2 years at American Refugee Committee (now Alight). During her studies in the University of Rwanda, she was a volunteer for the Mental Health Empowerment Project for 3 years working as a counselor and training facilitator.
