NCDA calls on faith leaders to champion child welfare

During the “Forum et Jubilé des Familles,” Mrs. Ingabire Assumpta, Director General of the National Child Development Agency (NCDA), called for concerted efforts to enhance child welfare across Rwanda. The event, organized by the Catholic Church, took place in Rubavu District and brought together over 4,000 participants.

In her remarks, Mrs. Ingabire emphasized key aspects of holistic child development and protection, including children's rights and responsibilities, positive parenting practices, and the critical role families and religious institutions—particularly the Catholic Church—play in safeguarding children’s well-being.

Highlighting the significance of early childhood development, she stressed that the first five years of life are vital for brain growth and overall development. She called for stronger collaboration among faith-based organizations, families, and government institutions to expand access to quality early childhood services, especially in underserved communities.

Mrs. Ingabire also issued a strong condemnation of all forms of violence against children, advocating for a zero-tolerance approach. She underscored the lasting harm caused by abuse and urged families to resolve conflicts peacefully.

“We strongly urge parents to minimize family conflicts, especially during the mother’s pregnancy, to protect the emotional well-being of the unborn child. A peaceful and supportive environment is essential to prevent emotional distress that could lead to long-term psychological consequences,” she stated.

Advocating for positive parenting, she encouraged parents to nurture their children with love, empathy, and non-violent discipline—key elements in raising emotionally resilient and confident individuals.

While commending the Catholic Church for its ongoing efforts in promoting child welfare, Mrs. Ingabire urged religious leaders to continue supporting and expanding child development and protection initiatives. She called on them to use their influence and platforms to address the challenges facing children in their families and communities.

Antoine Cardinal Kambanda, Archbishop of Kigali who presided over the Holy Mass, urged families to strengthen their unity in order to foster harmonious development for the well-being of their children, the nation, and the Church.
