NCDA, partners launch new study on ECD workforce

Thursday, October 16, 2025 – The National Child Development Agency (NCDA) and ChorogUsan (Green Umbrella) for Children, and partner organisations Parenting Child Care Rwanda (PCCR) and Reach the Children Rwanda launched 'A preliminary study for Policy Development on In-service training of Early Childhood workforce (Teachers and Caregivers) in Rwanda.

The seminar launching event was presided over by the Minister of Gender and Family Promotion (MIGEPROF), Consolee Uwimana and was attended by NCDA Senior officials, officials from partner organisations and staff from districts.

The ChorogUsan Chairman Hwang Young-ki said, "We will work with the Rwandan government and international organizations to support Rwandan children to achieve their dreams through education."

Minister Uwimana said, the study provides valuable insights into the current status and training needs of the early childhood workforce across the country. It highlights both the progress and the existing gaps that need to be addressed for better service delivery. 

“This study shows that Rwanda has made considerable progress in expanding access to ECD services. However, there is a pressing need for a comprehensive in-service training framework, one that equips Caregivers, Teachers, and ECD Facilitators with the Skills and Tools required to deliver quality, inclusive, and appropriate care” she said.

She added that the Government of Rwanda recognizes that investment in early childhood professionals is crucial for Rwanda’s future. She added that one of Rwanda’s goals is to develop a National Framework on In-Service Training for the ECD Workforce that is evidence-based and aligned with National and International Standards.

Part of the findings, in in-service training, the study revealed that in the past three years (2022–2024), 77.6% of ECD teachers and 87.7% of caregivers (2 out of 10 teachers had no training).

Currently, in Rwanda there are over 32,000 ECD settings with 80% of children attendance.
