Inama y’Ubuyobozi ya NCDA ni rwo rwego ruyobora kandi rufata ibyemezo. Ifite ububasha busesuye n’inshingano zo gufata ibyemezo mu byerekeye ubuyobozi, abakozi n’umutungo bya NCDA hakurikijwe amategeko.

Madamu INGABIRE Assumpta

Umuyobozi Mukuru

Mrs. INGABIRE Assumpta is currently the Director General of the National Child Development Agency (NCD) since August 2023, following her appointment by the President of the Republic of Rwanda.

Prior to that, she served as the Minister of State in charge of social affairs in the Ministry of Local Government, the Permanent Secretary at the Ministry of Gender and Family Promotion (two years) and the Ministry of Local Government (two years). She also served as the Director General in charge of Local Government Inspection at the Ministry of Local Government for a year and a half.

Ms. Ingabire has a strong background in project management; she coordinated various projects with Imbuto Foundation for over 7 years.

Ms. Ingabire holds a Master of Social Sciences in Gender and Development

 

Bwana MUNYEMANA Gilbert

Umuyobozi Mukuru wungirije

Mr. MUNYEMANA Gilbert is the Deputy Director General of the National Child Development Agency since November 2020. He worked previously at Plan international Rwanda as the Education and ECCD program Manager and as Project Manager of the Teacher Self Learning Academy at Plan International Rwanda.

Before joining Plan International Rwanda, he worked in public and non-governmental organizations respectively as the Founder and Managing Director of an Educational Technology company called IDEMBE Ltd based in Rwanda and the Deputy Director of the Centre for Instructional Technology at the National University of Rwanda

Mr. Gilbert is involved in different national and regional initiatives that aim at improving Early childhood and protection in Rwanda and in other initiatives that aims at bridging the knowledge gaps and building knowledge-based society through innovative methods and efficient use of ICT.

Gilbert holds a Masters of education (with specialization in educational technology) obtained from University of Witwatersrand/South Africa. He also holds a bachelor’s degree in IT applications in Management from the National University of Rwanda.

Madamu Diane Iradukunda

Ag. HoD Child Development, Protection and Promotion

Mrs. Diane Iradukunda is currently Acting Head of Child Development, Protection, and Promotion Department since October 2023. She has more than 10 years of technical, managerial, and strategic experience. She has expertise in the field of Early Childhood Development (ECD), Child rights & protection, and Gender-based Violence Prevention & response in both humanitarian and development settings.

Mrs. Diane holds a master’s Degree in Public Health obtained from Mount Kenya University and a Bachelor’s degree in Clinical Psychology from the University of Rwanda.

Prior to joining the National Child Development Agency (NCDA), she was Early child protection Specialist at the National Early Child Development Program (NECDP).

She previously served as in charge of Child Protection in the refugee camps for 5 years working for Plan International Rwanda. She has also served as in charge of Gender Violence Prevention for 2 years at American Refugee Committee (now Alight). During her studies in the University of Rwanda, she was a volunteer for the Mental Health Empowerment Project for 3 years working as a counselor and training facilitator.

Mr. Amon RWASAMANZI

ECD and Nutrition Programs Manager

Amon Rwasamanzi is currently serving as ECD and Nutrition Program Manager, shaping the strategic direction of Rwanda's early childhood development and nutrition agenda since June 2024. As Ag Head of the Department of Nutrition and Hygiene since July 2025, operates at the intersection of policy design, institutional coordination, and field-level delivery, translating national frameworks such as the Integrated National Stunting Reduction Framework into actionable, scalable programming.

Amon holds a BSc in Human Nutrition and Dietetics from the University of Rwanda, College of Medicine and Health Sciences, and a Master's degree in Public Health (Global Health option) from Mount Kenya University. His experience is built on nearly a decade of hands on public health management: 6 years as Project Manager at the USAID Hinga Weze project and Clinton Health Access Initiative (CHAI), designing and implementing nutrition-sensitive and nutrition-specific interventions nationwide, followed by 3 years as Malaria SBC Coordinator on a Global Fund supported Malaria & HIV programme at the RDO. He is a registered Nutritionist and Dietitian and an active member of the Rwanda Nutrition Society (RNS).

Across this career, Amon has built a depth of experience bridging national nutrition policy, community-level programming, and inter agency coordination with a sustained focus on nutrition specific and sensitive interventions across Rwanda's communities.

Mrs. Monique MUKAMANA

Child Right Protection and OVC Program Manager

Monique Mukamana is a Social Worker with over 13 years of experience in child protection, family-based care, and social services in Rwanda. She began her professional work supporting children and families in 2012 and joined the National Commission for Children (NCC) in 2014, where she contributed to the implementation of the Tubarerere Mu Muryango (TMM) programme and the national transition of children from institutional to family-based care.

Over the years, Monique has progressed from direct social work and family reintegration to national-level programme management, policy development, and child protection systems strengthening. Following the establishment of the National Child Development Agency (NCDA) in 2020, she continued to lead work on community-based and family care and was subsequently promoted to Senior Programme Manager. She currently serves as Child Rights Protection and OVC Program Manager, contributing to the development and implementation of Rwanda’s child protection, care reform, and OVC programmes.

Her areas of expertise include child protection case management, alternative and family-based care, care reform, family reintegration, child rights, disability-inclusive child protection, and social service workforce strengthening. She has also played a key role in supporting the national rollout of Child Protection Case Management and strengthening systems to ensure that children at risk of violence, abuse, neglect and exploitation receive appropriate and timely protection and support.

Monique holds a Bachelor’s degree in Social Work and a Diploma in Child Justice, complemented by extensive professional training in child protection, care reform and social services. She is passionate about strengthening systems that enable every child to grow up in a safe, caring and supportive family environment.
